Rockford, Winnebago County or Boone County?
The built-up area crosses several jurisdictions and the rules change with each one.
Loves Park, Machesney Park, Cherry Valley, Roscoe, Rockton and Winnebago are all separate municipalities with their own permit desks. The land between them is unincorporated Winnebago County. Belvidere and Poplar Grove are in Boone County entirely, and Byron and Stillman Valley are in Ogle County. Each has its own position on what needs a permit. If a contractor quotes the rules without first asking where the house is, they are guessing - establish which jurisdiction the address falls in before anyone orders anything.
